Productivity and Competitiveness of Garlic Production in Pasuquin, Ilocos Norte, Philippines

A total of 124 garlic farmers were selected and interviewed to evaluate the productivity competitiveness farming in Pasuquin, Ilocos Norte, Philippines. The Technical efficiency (TE) was estimated using a stochastic frontier analysis or SFA based on Cobb-Douglas production functional form, while local determined ratio between import parity price domestic resource cost ratio. mean TE 81 percent gamma value 0.92. These values indicate that 92 variation output is due inefficiency factors can further be increased with efficient use resources. revealed seed rate insecticides statistically significant factors. results also show group membership, farm size, distance farm-to-market road (FMR) significant. Inefficiency FMR have positive relationships membership size negative output. Price ratios from Norte could not yet compete imported China 2018. However, simulations if Philippines increase its national average by at least 20 (4.08 mt/ ha), it competitive advantage production. analyses highlight need revisit input policies programs government Norte. include investing quality seed, joining farmers’ organizations, providing better infrastructure.
